Who controls the hardware? ISP proxy infrastructure ownership
None of the 3 providers shares the same infrastructure model.
Bright Data
Bright Data hosts its infrastructure on AWS and Google Cloud, according to the Bright Data Trust Center. The company buys or leases IP blocks from ISPs and hosts them on servers.
Oxylabs
Oxylabs runs its platform on Google Cloud (GCP), according to Oxylabs career pages, and hosts ISP proxy IPs on servers registered under ISPs.
Oxylabs offers shared ISP proxies in 17 countries and dedicated ISP proxies in 16 countries, both across 6 continents, with SOCKS5/UDP support. In February 2026, Oxylabs launched self-service purchasing for dedicated ISP proxies – previously available to enterprise customers through a sales process.
HypeProxies

We own and operate our servers, networking equipment, and routes. Our infrastructure is colocated in Ashburn, Virginia which is one of the most interconnected internet exchange points globally. We chose Ashburn because physical proximity to major platforms results in lower latency.
In early 2026, we deployed 100K ISP-tagged IPs and 100 Gbps of internet transit for a single enterprise data team. The deployment included 30 dedicated physical servers.
When you work with us, you talk directly to the engineers who built the infrastructure.
Why infrastructure ownership matters. When the hardware is yours, routing decisions, IP reputation management, and failure response all happen internally. You don't wait on a third party's SLA when something fails at 3 AM.
Where do the ISP proxy IPs come from?
IP sourcing affects how clean and traceable your proxies are.
Bright Data IP sourcing
The Bright Data ISP proxy page lists residential IPs bought or leased from ISPs for commercial use. The company offers both shared and dedicated ISP pools across 35 countries, with IPs hosted on servers.
Oxylabs IP sourcing
The Oxylabs ISP proxy page lists IPs from ISPs including Lumen, Comcast, BT Group, Orange, Cox Communications, and Frontier. Oxylabs hosts the IPs in data centers and registers them under ISPs.
HypeProxies IP sourcing
We work directly with ISPs to source our own IPs. Every IP at HypeProxies is verifiable through our direct ISP partnerships.
Does pool size matter more than IP quality?
Bright Data advertises 700k+ ISP proxy IPs across 35 countries, the widest ISP proxy coverage of the 3 providers. For multi-country campaigns like ad verification, global price monitoring, and SERP tracking, the geographic reach is an advantage.
Pool size and performance measure different things. A large pool provides geographic reach. Whether the IPs perform at scale depends on how many are actively maintained and how many users share each address. Our ISP proxy guide covers how shared pools affect scraping results.
Oxylabs doesn't publicly disclose its ISP proxy pool size. The Oxylabs shared plan assigns each IP to up to 3 users. Oxylabs also offers dedicated ISP proxies for exclusive access.
We offer 500K+ dedicated static IPs assigned to one customer each. In our internal Camoufox testing, dedicated IP access produced block rates of 0.06% on Cloudflare, 0.01% on PerimeterX, and 0.02% on DataDome.
Ask any ISP proxy provider these 3 questions:
How many IPs are actively clean right now? Not historically assigned – actively clean today.
Can you get dedicated access? Shared IPs mean your reputation is affected by other customers' behavior.
Can the IPs maintain long sessions without forced rotation? Forced rotation breaks session-dependent workflows like multi-page checkout flows.
Any provider that can't answer all 3 clearly is worth investigating before you commit. Run any provider's IPs through our free proxy checker to test speed, location, fraud score, and ASN classification before you buy.
How do these providers perform?
HypeProxies recorded the fastest ISP proxy response time in the Proxyway 2025 benchmarks and the lowest block rates in our Camoufox-based anti-bot testing.
Proxyway 2025 benchmark results
According to the Proxyway HypeProxies review, we recorded the fastest average response time among tested ISP proxy providers: 0.06 seconds. In the 7-day test, we achieved 100% success rate and 100% uptime.
Proxyway noted that colocation in Ashburn lowered the response time. Their computer, the proxies, and the target were all located in Ashburn.
Anti-bot block rates
We tested block rates using Camoufox, an open-source anti-detect browser. Here is how our results compare with another ISP provider on major anti-bot systems:
Anti-bot system | Other ISP provider | HypeProxies |
Cloudflare Challenge | 2.73% block rate | 0.06% block rate |
PerimeterX/HUMAN Challenge | 0.58% block rate | 0.01% block rate |
DataDome Challenge | 0.68% block rate | 0.02% block rate |
Data computed from Camoufox jobs over a 7-day period. We redacted the compared provider's name in the original dataset.
On PerimeterX-protected sites, the other provider's block rate was 58x higher (0.58% vs 0.01%). Most high-value scraping targets like Shopify storefronts, airline booking engines, and enterprise SaaS dashboards run Cloudflare or PerimeterX. Low block rates on those 2 systems cover the majority of production use cases.
Bright Data performance
Bright Data reports 99.99% network uptime and 99.9% success rate. The Proxyway ISP rankings list Bright Data under "Strong Options We Haven't Tested Recently".
Oxylabs performance
Oxylabs states its ISP proxies are "built to unlock the most challenging targets with a 99.9% success rate". In the Proxyway ISP proxy benchmarks, Oxylabs recorded a 99.98% success rate and 0.18-second average response time. Oxylabs won the Best Enterprise Provider award for 2025.
What do ISP proxies actually cost from each provider?
Per-IP pricing varies, but bandwidth limits and overage fees determine what you actually pay at scale. All pricing in this section is as of March 2026.
Bright Data ISP proxy pricing
The Bright Data ISP proxy pricing page shows per-IP pricing scaled by volume with a per-IP fair use allowance:
Shared pool:
IPs | Monthly cost | Per-IP cost |
10 | $18/mo | $1.80/IP |
100 | $145/mo | $1.45/IP |
500 | $700/mo | $1.40/IP |
1K | $1,300/mo | $1.30/IP |
Dedicated pool (exclusive access):
IPs | Monthly cost | Per-IP cost |
10 | $35/mo | $3.50/IP |
100 | $275/mo | $2.75/IP |
500 | $1,300/mo | $2.60/IP |
1K | $2,500/mo | $2.50/IP |
Each IP includes a 100 GB fair use allowance. Beyond that allowance, the Bright Data documentation states Bright Data charges overages at the current pay-as-you-go rate. The base pay-as-you-go rate for ISP proxies is $8/GB. Customers with separate pay-as-you-go volume commitments can reduce this to $5–7/GB.
Oxylabs ISP proxy pricing
The Oxylabs ISP proxy pricing page lists 2 ISP proxy options, shared and dedicated:
Shared ISP (up to 3 users per IP):
IPs | Per-IP/month |
10 | $1.60 |
100 | $1.30 |
500 | $1.20 |
Dedicated ISP (exclusive access):
IPs | Per-IP/month |
5 | $3.20 |
100 | $2.70 |
300 | $2.50 |
1K+ | Custom pricing |
Oxylabs includes bandwidth at no extra charge but enforces a fair usage policy. After 50 GB per IP in a billing cycle, shared ISP proxies reduce concurrent sessions from 100 to 10 per IP. Dedicated ISP proxies reduce sessions after 100 GB per IP.

HypeProxies ISP proxy pricing
We use a per-IP pricing model with unlimited bandwidth included in every plan. Our customers regularly transfer 100 TB+ monthly without per-IP caps or overage charges.
Plan | IPs | Monthly cost | Per-IP cost | Support |
Pro | 50 | $65/mo | $1.30/IP | Standard |
Business | 100 | $125/mo | $1.25/IP | Priority |
Enterprise | 254 (full subnet) | $300/mo | $1.18/IP | Dedicated |
Quarterly billing saves 10% (Pro drops to $1.16/IP, Business to $1.12/IP, Enterprise to $1.06/IP). All plans include unlimited threads, 10 Gbps speed, and cancel-anytime terms. See HypeProxies pricing.
Estimated cost: 100 ISP proxy IPs at 5M requests/day
Per-IP pricing doesn't reflect what you actually pay at scale. The following table shows an estimated monthly cost for 100 ISP proxy IPs at 5M requests/day with a 150 KB average response size.
Monthly bandwidth consumed: 22.5 TB (225 GB per IP, which exceeds the 100 GB/IP fair use allowance)
Bright Data (shared) | Oxylabs (dedicated) | HypeProxies | |
Base cost | $145/mo (100 IPs) | $270/mo (100 × $2.70) | $125/mo (Business plan) |
Included bandwidth | 10 TB (100 × 100 GB) | 10 TB (100 × 100 GB, dedicated) | Unlimited |
Overage or session limits | 12.5 TB overage charged at pay-as-you-go rate ($8/GB base) | No extra charge, but sessions are reduced to 10/IP after limit | None |
Effect on operations | $8/GB overages apply beyond fair use allowance | Sessions reduce around day 13 at this volume | No charge |
Estimated monthly total | $145 + overages at $8/GB | $270 + reduced concurrent sessions | $125 |
This scenario uses Bright Data shared pricing and Oxylabs dedicated pricing. At Oxylabs shared pricing ($1.30/IP for 100 IPs), the base drops to $130/mo but sessions reduce earlier, around day 6 instead of day 13.
At this volume, the Bright Data per-IP base of $145 doesn't include bandwidth overages. The base pay-as-you-go rate ($8/GB) applies to all bandwidth beyond the 10 TB fair use allowance. Oxylabs avoids overages but reduces concurrent sessions to 10 per IP after the limit: 100 GB for dedicated, 50 GB for shared.
Our pricing stays the same regardless of bandwidth consumed. If you use a provider with bandwidth limits, these bandwidth reduction techniques cut transfer by 10–90%, depending on your scraping method.

Frequently asked questions
Should I choose Bright Data or Oxylabs for ISP proxies?
Bright Data fits teams that need ISP proxy coverage across 35 countries with extensive documentation and APIs. Choose Oxylabs for multi-continent coverage in 17 countries with SOCKS5/UDP support and dedicated account management. For US-focused operations that need unlimited bandwidth, dedicated IPs, and the lowest tested block rates, consider HypeProxies.
Why doesn't ISP proxy pool size always equal better performance?
Large pools often include IPs that are inactive or shared across multiple customers. When one customer's traffic gets flagged, IP trust scores drop for everyone in the pool. A smaller pool of dedicated IPs typically produces lower block rates at high concurrency than a larger shared pool.
What does "unlimited bandwidth" mean for ISP proxies?
Bright Data sets a 100 GB fair use allowance per ISP proxy IP, with overages billed at the pay-as-you-go rate. The Oxylabs fair usage policy caps concurrent sessions at 10 per IP after 50–100 GB depending on plan type. HypeProxies includes unlimited bandwidth with no per-IP caps.
Which provider covers the most countries for ISP proxies?
Bright Data covers 35 countries for ISP proxies, the widest geographic reach among the 3 providers. Oxylabs covers 17 countries across 6 continents with SOCKS5/UDP support. HypeProxies covers the US and Canada with dedicated IP pools, unlimited bandwidth, and the fastest tested response time (0.06s).
How does HypeProxies handle enterprise workloads?
The HypeProxies infrastructure processes 60B+ monthly requests across all proxy types. In early 2026, HypeProxies deployed 100K ISP-tagged IPs, 100 Gbps of internet transit, and 30 dedicated physical servers for a single enterprise data team.
